Functions & Responsibilities

  1. The directorate or any duly authorized officer of the directorate shall have the power to:

(a) Define and enforce set safety standards for all bodies, governments, or individuals in the state.

(b) Foster and maintain effective interaction, synergy, networking, and collaboration on safety and standards issues with relevant federal, state, and local government agencies.

(c) Formulate and adopt safety policies and procedures to ensure enforcement and compliance with all relevant laws.

(d) Make recommendations towards the review or development of legislation on safety and standards, especially in areas of overlapping functions of relevant government agencies.

(e) Formulate, maintain, and periodically update harmonized safety policies in the state.

(f) Carry out its preventive functions as provided for under this law and ensure that safety and standard recommendations are carried out at all levels.

(g) Appoint consultants when required to enable the Directorate carry out the objectives of this law.

(h) Establish Administrative directorates and units within the Directorate to carry out its functions under the provisions of this law.

(i) Formulate policies, guidelines and decisions on safety and standards-related matters.

(j) Co-ordinate and monitor the activities of relevant organizations involved in safety services in the state.

(k) Generate revenue to the coffers of government through fines, levies, registration, certification, training of artisans and informal business vendors, standards compliance enforcements, seminars, sales/issuing of standard and quality protective equipment, Organizational Health and Safety compliance materials, spare parts safety and standards enforcement, business activities monitoring and supervision,

(l) Represent the state government on matters of safety and standards.

(m) Impound vehicles, equipment, trucks and machines, motorcycles and tricycles, destroy poisonous or expired drugs and materials, confiscate substandard items and materials which in the opinion of the Directorate, predispose lives and property to hazards;

(n) Clean up and remove all material obstacles, weeds, equipment, boats, logs or oil spills which may cause harm to water environment and the waterways.

(o) To pursuant to the Order of Court, seal premises , shops, offices, equipment, and machines of persons that flout acceptable standards and  thereby endanger lives and properties

(q) Issue and enforce no entry, stop work, vacate, and danger alerts, as appropriate, and prosecute offenders in the mobile or high courts.

(r) Have a task force unit for enforcements.

(s) Demolish buildings, structures, extensions, and shift kiosks and platforms that violate this law.

(t) Issue standards compliance certificates as a precondition for payments of contract awards in respect of buildings, roads, bridges, jetties and other constructions within the state.

(u) Warehouse, distribute, gift out and sell safety and standards materials for the overall realization of safety and standards objectives of the Directorate,

(v) Offer emergency support, rescue and engage in the distribution of relief materials to victims of flood, fire, oil spillage, accident, building collapse, infection and disease.

(w) Issue warnings and alerts on weather.

(x) Register boats and operators; and enforce safety and standards on Ondo State waterways.

(y) Issue traffic impact assessment certificate to business centers, buildings, malls, shops, schools, political and religious houses.

(z) Carry out sensitization, enlightenment, and advocacy on high-tension zones, power stations, substations, and enforcement.

(2) Carry out registration, inspection, training, certification, regulation, and standardization of all trades and economic activities in Ondo State, enter and inspect facilities, job processes, equipment, automobiles, business and residential environments, foods and drugs, business materials, construction sites, designs and documents, and others it deems necessary in order to ensure compliance with the provisions of this Law.

 

(3) In carrying out its objective under this law, the Directorate shall have the power to make regulations on safety and standards in Ondo State.
